The Planning Board reviews proposals for land use activities as they relate to the Village's Comprehensive Plan and zoning laws through applications for site plan, special use permit and subdivision review.
Meetings are held on the first Monday of each month at 6:00 PM in the Village Hall located at 111 Elm Street. When a regularly scheduled meeting is also a holiday, the Planning Board will meet on Tuesday the next day.

New York State Division of Local Government Services offers training of land use planning and regulation and local governance and procedure through on site workshops and online interactive courses. The historic Struble’s Arcade on Main Street—originally built in 1869—is set to undergo a transformative restoration. Once a bustling indoor shopping destination, it served as a hub for doctors, dentists, photographers, and even featured a basement oyster bar. Often considered Penn Yan’s original “shopping mall,” this three-story masonry landmark is about to begin a new chapter. The development team at 43 North has unveiled plans to convert the building into 16 modern apartments with vibrant ground-floor retail space.
