Hydrant Flushing Notice
The Village will be flushing fire hydrants during the week of April 13, 2026. During this time, you may notice temporary discoloration in your household water. This does not mean your water is unsafe. If you experience discolored water, please run cold water from your tap for 3–5 minutes, then fill a glass and check for clarity. If the water remains discolored, wait 15–20 minutes and repeat the process. If you have any questions, please contact the Department of Public Works at 315-536-5866.

Street Closure Notice
Please be advised that on Monday, April 13, 2026 Clinton Street from Hamilton Street to Lawrence Street will be closed to local traffic only from 6:00 a.m. to 4:00 p.m. while our electric crew completes schedule work in the area. Please plan alternate routes and use caution when traveling through the work zone. We appreciate your patience and cooperation during this time. ​

North Avenue Water Main Construction Notice
Please be advised that the Village of Penn Yan will begin a water service upgrade on North Avenue between Liberty Street and Hamilton Street in late April. Residents will be notified of any temporary water interruptions, and brief, block-by-block road closures are expected. North Avenue will be paved from Liberty Street to Clinton Street following completion.

Spring Cleanup Starts April 1 
Starting April 1st, crews will collect leaves, small branches (under 3-inches) and yard debris working from Burns Terrace to Red Jacket through April 24th. Please pile debris between the sidewalk and street edge - keeping clear of utility poles, hydrants, storm drains or other obstructions. One final pass will begin April 27.

Clean Up Day - Saturday, May 9
The Village of Penn Yan and the Town of Milo are partnering to host a community Cleanup Day on Saturday, May 9 from 8:00 a.m. to 12:00 p.m. Residents are invited to bring approved items for disposal to the Wastewater Treatment Plant, located at 30 Elmwood Avenue. For details on accepted items and event guidelines, please view the information bulletin.

Penn Yan Residents: Help Bring Funding to Our Community!
The Village of Penn Yan is preparing to apply for state and federal grant funding to support important improvements to municipal infrastructure. These grants can significantly reduce the financial burden on local taxpayers, making critical projects more affordable for our community. What to expect:

  • Surveys will be mailed to all Village residents by mid-April 2026.
  • Residents are strongly encouraged to complete and return the survey promptly.
  • A high response rate is essential to demonstrate eligibility for funding.

​Beginning in May 2026, representatives from G&G Municipal Consulting will conduct door-to-door outreach to households that have not yet responded. This effort helps ensure the Village gathers enough information to meet grant requirements.

Penn Yan - Powering Its Past, Energizing Its Future
Municipal Electric Utilities Association features the Village of Penn Yan in their March 2026 issue of MEUA News and Views. 
"The village's embrace of electric power began in the late 19th and early 20th centuries, demonstrating a longstanding commitment to municipal ownership and innovation. The organization of the Penn Yan Electric Light Company in the 1890s laid the groundwork for local electrification, which soon evolved into a municipally operated electric system.

​By 1905, the Village had constructed its own electric light plant, joining a wave of early adopters who viewed public power as both a utility and civic asset. By 1910, the plant was already powering arc lights and street illumination, a clear sign of how central electricity had become to Penn Yan's growth and modernization.

The Village of Penn Yan Municipal Utilities is pleased to offer customers the convenience of Direct Withdrawal - an automatic, no-fee payment option that allows your monthly utility bill to be deducted directly from your bank account. In addition, customers may choose to receive Electronic Billing, with monthly bills delivered directly to your email inbox.

Notice About Upcoming Electric Bills
​Due to extremely cold weather in late January, wholesale electricity prices across New York State increased dramatically. Because the Village must purchase electricity on the open market and pass those costs through to customers, residents may see higher electric bills in the coming months, likely beginning with March bills. Our municipal electric department does not control the cost of electricity, only the delivery system. The increase will appear in the Purchase Power Adjustment Charge(PPAC), which reflects the actual cost of power supply and transmission.

​​Through advance power purchasing by the New York Municipal Power Agency (NYMPA), these increases were reduced and could have been about 30% higher. Even with the increase, municipal electric rates remain lower than large utility providers.
​We understand higher utility costs are difficult and will continue working to provide reliable service at the lowest possible cost. We encourage customers to reduce consumption when able, seek programs to insulate your home, or upgrade heating sources. ​
Notice for Electric Budget Customers
​Customers that are on budget billing will not see a change in their monthly budget.  However, budget customers should be reviewing their actual balance that is printed on the bill each month to be aware of the reconciliation balance that will become due in April.  Customers are encouraged to make additional or higher payments if there is an actual balance due so that balance is not all due at once when the account is reconciled in April.

Public Notice - Website Address Change
The Village of Penn Yan has transitioned its official website from villageofpennyan.com to villageofpennyan.gov, a verified government domain. The .com website will remain accessible for a limited time and will automatically redirect users to the .gov address. Please update your bookmarks and saved links. Thank you for your understanding as we make this transition.

Email Domain Change to .gov Effective April 6
All Village email addresses will transition from a .com domain to a .gov domain effective April 6, 2026. Email addresses will remain the same except for the domain change. For example: [email protected] → [email protected].
​We encourage you to update your records and contact lists accordingly to ensure continued communication.

Lake Street Park is CLOSED
​Lake Street Park and a section of the Keuka Outlet Trail will be closed during construction, and is estimated to reopen in April 2026. Please use alternative walking routes during this park revitalization project.

Pro-Housing Community
In the Fall of 2024 the Village of Penn Yan became certified as a Pro-Housing Community by New York State Homes and Community Renewal.


The Board of Trustees adopted, by resolution, the Pro-Housing Communities pledge in where the Village of Penn Yan will endeavor to streamline permitting for multifamily, affordable, accessible, accessory dwelling units and supportive housing; adopt policies that affirmatively further fair housing; incorporate regional housing needs into planning decisions; increase development capacity for residential uses; and enact policies that encourage a broad range of housing development.

As a certified Pro-Housing Community, the Village of Penn Yan is now eligible to apply for various discretionary funding programs with up to $650 million available.

Assistance for Utility Customers
NYS Department of Public Service provides a variety of services through their Consumer Assistance Programs to protect and assist utility customers.  NYSDPS publishes a Fact Sheet each year that provides information on bill payment options and financial assistance programs to help manage utility bills, visit Ask PSC.

HEAP Updates
The Home Energy Assistance Program (HEAP) regular benefits is open as of 12/01/2025. For more information on the emergency benefit program refer to the HEAP website.

Utility and Tax Payments 
Utility and tax payments can be made online, please click here to begin. ​Effective November 15, 2020 a convenience fee of $1.95 will be applied when making a ACH or e-check payment. The fee for debit and credit card payments is approximately 2.95% of the total bill.
